As Doug McGuire stared helplessly down at the papers in his hand, Jeff Parker unlocked the back door of Muhammad Jawwad’s shop and turned off the burglar alarm. CHAPTER TWENTY-THREE

Porter Burnett was an early riser and was in his office by eight. Fifteen minutes later Todd Bauer came into the room with bad news. A paid informant in the mayor’s office had just phoned him to say that the FBI were going to be used, but would be kept in the background. Burnett and Bauer sat down for a strategy session. At the end of it they had two alternatives: go to the press and tell them how the mayor was trying to save face by using the Bureau without letting the public know, or do all they could to discredit Marcus Denning. They decided on the second option and to keep the first up their sleeve for later.
